The Journal of State Management traces its origin to the long-standing academic tradition established in 1993 as the official scholarly publication of the Academy of Public Administration and Governance. For more than three decades, the Journal has served as one of Vietnam's leading academic forums for research and policy discussion in public administration, administrative reform, and state governance.

Recognizing the growing demand for international scholarly communication, the Academy launched the English-language Journal of State Management (JSM) to expand the global visibility of Vietnamese scholarship while fostering international academic exchange. The establishment of JSM marks an important milestone in the Journal's internationalization strategy and reflects its commitment to publishing high-quality research that addresses governance challenges across different institutional, political, and cultural contexts.

Today, JSM continues to develop as an international academic journal by strengthening editorial standards, expanding its international editorial board, improving digital publishing infrastructure, adopting global publication ethics, and pursuing inclusion in leading international abstracting and indexing databases.
